In an alternate version of Earth, magic exists...in the hands of those who might not be the ones so eager to use it. World War 2 ended through the use of magical girls, not the atomic bombs. The two girls had tremendous amount of power, able to release all of it at once in a term that's now labeled "chaos magic", destroying Hiroshima and Nagasaki and showing the vast potential of magical girls for the first time. Despite killing the two girls in the very blasts they created, their deaths were covered up as blissful retirement and this event was considered a great success on the road to even further magical girl evolution. Before this event had driven everyone to such desperate means, women who could use magic were often branded as witches and executed, or were otherwise feared and excluded from society. Very rarely could they live in peace along with everyone else unless they hide their abilities. That has all changed now...at least on the surface. They have been revealed to the world and have been practically made into weapons of war in exchange for the promise of being treated as heroes once their service to their countries are over, and also a sizable amount of payment to them and their families of course. Due to being trained the earlier the better, it's often the parent's choice to send their daughters into the programs before they're even old enough to make up their own minds, their parents either feeling no other choice due to all of the coercion, peer pressure, or other motivations behind it. Citizens do respect them more now, at least the ones who give their service to their countries, but being lab rats to the scientists and government officials, what good does that really do them?
WW2 is over, but peace is few and far between as the Cold War has started with magical girls as the focus. The allies, having won WW2, are trampling over the axis powers, using the research that they had collected on the subject to enhance their own powers. Germany and Japan were eventually able to secure their status as neutral territories in exchange for allowing the continued research to take place in these two countries, being the go to place for magical girl research and development. The new German leader, Prime Minister Bernhard Ackermann, is very tough and wanting the best for his people. He won't allow them to be pushed around by the UN, taking steps to advance his own magical girl program in order to better counter them. However, he's doing so in a more subtle manner, using his influence and charisma to get what he wants done without pushing the UN too far. He knows that he cannot yet afford full on confrontation with them. One day, however, he wishes to take them out and establish a new system of world peace. Although theoretical, the information that he has received has lead to the conclusion that magical girls can go a step above their current form, able to become as powerful as a Goddess to the rest of the humans. Just one of them with the aid of an elite team of magical girls could be enough to stop wars from ever happening, flying them over to the source of the problem and taking them out, at first through threats to back down but then in actuality if they continue their twisted ways. With the Goddess not being able to be defeated by even normal magical girls, not even enemy countries with them could do anything to protect themselves, forcing their cooperation in this matter. It is this plan that he feels could end the wars for good and free his people from the mistreatment at long last. To him no other way could ever bring lasting peace.
Magical girls from all over the world are being brought to train in the prestigious facility in Germany. Some are loyal to the UN, some sympathetic to Germany and it's allies. Some of the faculty treat the magical girls like lab rats, others try to take care of them as human beings. Who can you trust, if anyone? What side will you choose as tensions rise? An unknown organization of magical girls has been on the attack recently, causing major problems and having accusations fly about who's responsible. Diplomatic relations are faltering, so it's only a matter of time before things begin to crumble.
These are individuals who possess the ability of using magic that has been modernized and militarized for the sake of becoming the ultimate combatants, nigh unbeatable to the standard soldier. As it's name suggests, females far more often have this power.
Every x chromosome may or may not have half of the gene required to become a magical girl, and when united with the other x chromosome having the other half then the power in that individual is unlocked. That being said, males at most only have a half of this puzzle. This still allows them to carry the gene, passing it on to other generations rather then expressing it. It's important to note that some men naturally have two x chromosomes and one y chromosome. The odds of this rare individual to have both halves in their x chromosomes would be unlikely, but theoretically possible of allowing a male to be a natural magical girl. There have been few, if any, documented cases so far.
As one would expect there has been a lot of genetic research into magical girls and the two halves of their genes. Insertion of the genetic code into the chromosomes is a main one. If a girl only has one half, then in the other x chromosome they insert the other half. That sounds simple enough, but it's still beyond the capabilities of a lot of countries, and compared to the next scheme it is indeed the simple one. That scheme is combining both halves into one x chromosome, specifically to allow their male soldiers to unlock such magical power. This has been incredibly difficult and dangerous to everyone involved. Most test subjects were so damaged by the genetic tampering that they either died or were left severely disabled. Scientists even wanted to take things a step further to see if a girl can have two sets of completed magical girl chromosomes, but that's even harder to do then one set, putting a premature end to their ambitions. Most of these programs were agreed upon to be not worth it and abandoned, at least on the surface. The most common form of genetic manipulation is done the old fashioned way, having men pass on their half of the gene to women without it through intercourse, giving their daughter a chance to become a magical girl (or mothers with both halves can pass it along even if the father hand none). This is the safest and cheapest method, but for "mass production" in a short amount of time they still tend to rely on the DNA insertion method. It still has some side effects in some individuals, which varies on the individual, but for the most part it's considered well worth it should they not be able to get them to become magical girls the natural way. There's another top secret experiment going on that elevates the magical girls to an even higher level that they couldn't previously reach, but it's so secret few know about it, and even fewer know how to truly works.
Although being called "girls", it's possible for some to retain their magical girl powers into their adult years. The main problem is that the genes involved are under a lot of stress, understandably, so will weaken and wear down with age or overuse. The prime period of a magical girl is in the teen years when they've had enough time to hone their abilities, yet are not old enough to have hit the point where those genes deteriorate more rapidly. Theoretically a baby, if fully trained, would be the most powerful, but that's too absurd to even be considered a possible strategy.
So what do magical girls do, exactly? Well, it depends on the individual, their heritage, culture, etc. A lot of different forms of magic exist in this world, such as voodoo, witchcraft, and alchemy, although these are but a few different cases that you might know about. Due to science they have been adapted into a more ease of use and battle ready form, some altered so significantly that it's like they're using totally new forms of magic, although others choose to remain more old fashioned and stick to their roots better then others. Energy magic is a new type, allowing magical girls to unleash their magical energy in it's pure form, shooting it off in balls, beams, etc., and was developed in Japan as part of how magical girls were normally viewed as. One example of this energy magic, and far more powerful and difficult to use, is chaos magic. This activates all of a magical girl's energy in an uncontrollable manner, far more powerful then any other magic and causes an explosion of complete chaotic destruction within a large range. Unfortunately, it has so far killed both those who used it, ironically on an attack on Japan that ended WW2. Those who can use this technique are rare (and not for playable characters). Most magical girls specialize in only a single form of magic, although there's a push in the scientific community to unlock all forms of magic in an individual.
All magical girls can shroud themselves in magical energy, forming a special suit around them to augment their powers and provide greater defense around their entire body, not just the parts their suit covers, due to the properties of the magical barrier. The actual defensive power vary depending on the individual, but most can shrug off a certain amount of bullets before the barrier fails, making magical girls appear like they're constantly wearing a powerful, 100% flexible full body bulletproof vest. Transformation into the magical suit requires around 3 seconds on average and simply materializes it on top of their original clothing, which is chosen to go along with the suit. Some people can get the transformation time down to near instantaneously, although others might prefer the stereotypical, and 100% unnecessary dance routine. Some individuals might be able to stay transformed for long periods of time, up to at least a couple of hours. The downside of remaining transformed is that they are constantly emitting a detectable signal. As for what the magical suits look like, they can very depending on the individual, but can be scientifically fine tuned to take on a certain look. This is handy to get everyone on one team in a single uniform to avoid confusion on the battlefield. One cannot simply change their uniform's appearance on a whim, requiring a lot of genetic tempering on the genes involved in their magical girl powers, so it stops others from simply being able to put on a stolen uniform and waltz into an enemy base. That's not to say that magical girl clothing cannot be stolen, but once she un-transforms those clothes disappear, making it hard to steal her uniform yet keep her transformed so you can wear her uniform.
Magical girls are often are the forefront of people's experiments when it comes to super powered soldiers, although they're not the only ones who have been tested out. To help non magical people fight them here are some cyborgs, and other artificially enhanced humans (some crossed with animal DNA). Without much protection from magic it's still hard for them to take as direct of a combat roles as magical girls, although a rare few can. What they do excel at, and are more commonly used for, is when missions need more stealth then shooting magic all over the place (not that some magic cannot be stealthy). They can sneak around, and if properly equipped and skilled can take magical girls out before they even know what hit them and have a chance to use their magic. For the more normal humans who can't pull all of this off, they're often employed as scouts our guards. They only group together and attack as an army under extreme circumstances, but even against a few magical girls these normal human soldiers wouldn't last very long.
Special bullets and weapons are designed to pierce their magical shields more easily, but these are rare and expensive so only given to certain individuals. Equipping an entire army with them is completely unfeasible. To conserve ammo and to remain stealthy, a lot of people prefer using swords or other melee weapons made out of the magical piercing material (way more expensive then a bullet, but a lot cheaper then having to let loose hundreds of bullets), or they use strangulation, which the magical barrier has 0% protection for, but is also dangerous if they can overpower you or use magic in that time.
Some armor can have minor magical deflection properties, but like the magical piercing weapons these are very rare, perhaps even rarer. Vehicles plated in this stuff are so expensive that only a few have been made. Even then the armor only works up to a point.

2. If you are gone for more then a week, please let me know beforehand. If not I can do whatever I want with your character in this roleplay to get things moving.
3. You can have more then one character.
4. If you are a magical girl, try to keep to one type of magic. Don't be shooting out fire, manipulating people's minds, then casting voodoo magic in your spare time. Also, no chaos magic.
5. You can be important characters like the German Prime Minister, but expect me to do more directing on you about what you can and cannot do (such as declare war on someone we're not ready to yet).
6. You may join this roleplay at any time.
