The year's roughly about 2017, although the exact date has been lost to time, much like everything else. Everything began to slowly fade in time because of the various collapses that came about. In about 2015, the United States watched as a tyrant ruler took power and dismembered the country one by one through protests that later became violent. Due to that and the outbreak of the "Static Disease" millions died across the country, as well as worldwide. Once the power went out (for the most part, please note that it is possible we may come across electricity) in the United States, the government collapsed as did the country. Many countries fell with them, war and famine broke out worldwide. As a result, a majority of the world fell into anarchy and a state of refuge. The Static Disease helped to thrust the world into further suffering.
A disease that sprung up overnight with absolutely zero indication of where it came from. Not much work was done with it before most medical labs were shut down, not much is known about the disease either. For one, anyone who is infected with the disease has exactly forty-eight hours before becoming a mindless spawn. They are pretty much "zombies", aside from the fact that they are still alive and breathing. The disease gets its name because of the symptoms it has, "hearing static" is among the first symptoms, which later leads to schizophrenia, and then total collapse of rationality in the brain, which causes insanity and nerves to numb, causing ordinary people to become "creatures" led only by instinct. Factors are unknown as to how this disease starts, although there is only a handful of survivors left in the world -- including you. One thing that can be notified for sure is that age and gender have no play into contracting the disease.
It has been almost three years since anyone has seen, "The Outside World". When the world began to collapse, many people began to run towards bases that were set up by the government in order to "offer protection". These rundown locations now act as a home for any refugees that remain left alive. The amount of people alive or the remaining Compounds are unknown, but the number seems to thin as each day passes. Inside one of these Compounds -- you can be found. This is where your story happens.

You and your fellows are in one of the few surviving compounds. You most likely have been here for three years, since the beginning (although, it is possible to come up with an equally interesting storyline OR to be part of an Anarchist or Government faction). You've most likely gone insane, lost contact with faith and family, and lost all hope that you will escape this place as long as you live. You might be trying to escape, growing restless or just not giving a crap in general. No matter what your thoughts are, it seems you are most likely going to escape and soon! Or so says the rumor that continues to circulate through the Compound. Stock up on supplies, find the best weapons...sooner or later, you'll be out in the Outside World, unbeknownst as to what you might find! ...It doesn't really matter what you do, as long as you live!
The Setting of Retribution

takes place in the year 2017, 2 years after the tyrannical President of the United States and the Static Disease screwed everything up for everyone, causing the collapse of society and the subsequent post-apocalyptic state of anarchy and refuge. Geographically, it's the exact same as our Earth, although most modern locations and landmarks have lost their significance to most except for the dedicated explorers and the Government due to the ramifications of accepting the post apocalyptic lifestyle. The general setpieces of Retribution
are as follows:
Created by the government to serve as the last hope for the survival of society, these 122 Compounds dot the landscape of post-apocalyptic America. They've been established in every state from tropical and isolated islands of Hawaii to the frigid north of Alaska, and even to the rural plains of Kansas in order to protect the Government's citizens from the dangers of the Outside World.
Most Compounds tend to have 3 entrances; one to the north, one to the south, and one to either the east or west. Several lightly-armed security guards patrol the fence barrier surrounding the Compound 24/7, not letting anyone in or out other than the Government supply trucks that come in from wherever every so often to bring gifts of nourishment.
Most Compounds, other than the more 'important' ones like those in New York or California, tend not to have a strong, sturdy law force for the main fact that law enforcement numbers tend to be low, and most of the security tends to focus more upon keeping things out of the barrier rather than the actual enforcement of laws within the Compound. That isn't to say they're apathetic dicks all the time, they will stop trouble as they see it and deal out justice (read: play judge, jury, and executioner) accordingly.
All in all, life in a Compound is okay. It's safe enough, there's a decent amount of food to go around, and the people... Okay, life in a Compound's a drag, but at least the Static Disease isn't running rampant.
The Outside World
Nobody really knows what the Outside World's been like ever since the fall of society, and not many dare venture out of the Compounds for fear of contracting the Static Disease or getting killed by one of the many rumored abominations wandering the wilderness. However, from what one can see from within the Compound and what tales the Government ration distributors tell, Mother Nature's been doing just fine extending her reach into cities and enlarging her woodlands without having to deal with loggers, city maintenance crews, or anything like that. Whether or not stable society exists other than the Compounds is up to an individual's assumption, since the Government definitely isn't telling anyone.
The Factions of Retribution
Society has been split between the good and the bad during the three years following what is essentially considered the collapse of modern society. However, despite 'modern' values being thrown out the window, people have banded together for mutual causes, forming factions. The many factions within the post-apocalypse can be grouped together based upon their mutual interests. These are the primary factions of Retribution:
The voice of authority, the creators of the Compounds, the progenitors of the ESPers. Led by The President, who may or may not be the same president that screwed up the country in the first place, the Government represents the last bastion of society as those from before knew it. Whether they've made a genuine change for the better or are just trying to make themselves look good is up to one's interpretation.
Led by their de-facto leader, The
Anarchist, the members of these types of factions subscribe to the same anti-Government philosophy for whatever reason. While the term 'anarchist' tends to have negative connotations, like the Government or Survivors, this faction is more or less evenly split between those who fight to make a change, and those who're just assholes who hate authority.
The unaffiliated, those who don't care what happens as long as they and whatever they cherish come out of the conflict alive. Essentially the people who just live life day to day without bombing government buildings or controlling Compounds. These fellows tend to make up the most of the world's population after everything went to Hell and are often found dwelling in the Compounds or in extremely isolated areas of the 'Outside World'. They also tend to migrate to other factions out of varying reasons.

About Psonic Abilities
Approximately 0.025% (1.7 million) of people are born with the ability to use more than 10% of their brain's full potential written into their DNA, allowing for the development and use of supernatural abilities. These people are called ESPers, after the alternative term for people with ExtraSensory Perception. However, the population of people actually able to use their abilities without unlocking them artificially is very slim. Varying government-sanctioned tests/experiments such as experimental medicine and body simulations are used to develop one's supernatural capabilities, and the strength of the ability is limited by the extra percentage of brain power one has 'unlocked', for lack of a better word. Furthermore, the abilities are limited by the laws of nature, e.g. fire-based abilities are/can be put out by water, air-based abilities don't work in the vacuum of space, etc.
As stated previously, if a certain phenomenon has been caused artificially, then, as long as the same circumstances in the experiment are recreated in the natural world due to some factor or other, the same phenomenon will occur with no help from humans. Essentially, this means that one can be born with their ESPer abilities without requiring any experimentation to unlock them. Though that isn't the only difference between these natural ESPers and artificially developed ESPers. Natural ESPers are essentially minor, extremely specialized reality warpers. What this means is that, along with having powers that become stronger based off of how much calculating power they have unlocked, they can also distort how the laws of nature apply to their power, (e.g. fire-based abilities that can burn water, ice that's impossible to melt, etc.) However, there are three things to note:
