In this world, the magical and the supernatural not only exist, but are a daily part of life as we know it. Through the combined efforts of many scientific researchers, we’ve unlocked the latent psychic abilities that thousands, if not millions or even all, of humans possess. In the same vein, the esoteric teachings of magic, once a reprehensible and degraded art, have become a commonplace, to the point that one out of every five-thousand people has the capacity to cast even the simplest spell. Both of these have granted humanity the ability to surpass the natural limits placed upon us and may possibly allow humans to reach godlike levels of status. It can be definitively stated that these supernatural abilities have created great good... as well as great evil. Like any other powerful resource, there are people who would abuse these gifts, and try to become powerful by using immoral means and disreputable methods.
Due to this, the forces of Science and Magic have come to an agreement, and have allied themselves with varying countries and organizations all to prevent the abuse of these abilities. The rules the treaties and agreements established are clear - Magic and Science must not advance too quickly, or through immoral means. Both must be kept on a tight leash, for fear of what these advances could cause in the wrong hands.
But not everyone is in agreement with these restrictions and rules placed upon them. There are rebellious organizations and unauthorized unions that care not for these limitations. Science and Magic. Despite our best efforts, both are not completely in check...
So in order to prevent more attempted insurgencies, a territory known as 'AREA' was established with the dual-purpose to 'hold a neutral monopoly over all supernatural resources' and to 'hone the abilities of young mages and psychics in a suitable environment'. Within AREA, also known as 'Post-Ice Cap Melt Britain', lies a sort of 'academic paradise' for the population of approximately 2 million students and researchers/teachers; a veritable collection of schools and research facilities dedicated to the study of the occult abilities of its students, as well as the development of new technologies under the jurisdiction of the treaties established previously.
However, despite its much higher technological level when compared with the outside world's, AREA's true claim to fame is its population of empowered students. Out of the 1.5 million students, ~60% have undergone the experimentation necessary for the development of psychic abilities, dubbed 'ADVANCEMENTS'. The other ~40% consists of the students that practice the arcane arts, designated 'ARCANA'.
Despite their supernatural capabilities, life on AREA is much like one would expect out of a place dedicated to research and teaching: much like a normal, mundane boarding school, but with a campus consisting of what amounts to a small country and full of students who can teleport or cast magic missiles or whatever they may. While the latter could be considered abnormal elsewhere, on AREA supernatural abilities are just a simple fact of life.

The science within the rest of alternate Earth of this RP is essentially very, very similar to our own, with very a very few amount of changes within the scientific community. However, that is only speaking in part of the rest of the world. In AREA, several new and improved advances have been created; miracle drugs, power armor, advanced robotics and prosthesis, among other things to be shared with the rest of the world. However, the exclusive scientific advancement within AREA that became the reason that many have flocked to its shores, is the ability to bestow upon humans psychic abilities. Unlike magic, which is hard to even learn and much harder to master, the procedure that grants these psychic abilities is faster and much more accessible, given that you live within the only place that it is available. While the exact details of the procedure in question are highly classified, but the primary consensus is that it rewires the 'circuits' of one's brain to create brainwave patterns different from those of regular people, allowing one to utilize the latent abilties they have. The powers gained by people who have gone through this procedure are dubbed 'ADVANCEMENTS'.
In its most basic description, ADVANCEMENTS can be described as minor, extremely specialized reality warping facilitated by using altered brainwaves to reject reality as normal people see it, and replace it with one where their power can manifest. However, this doesn't allow an ADVANCEMENT to go around doing whatever willy-nilly, the user still needs to know exactly how their power works in the way they're going to use it. To provide an example, imagine an Electrokinesist who puts all his time into learning about how use his ADVANCEMENT for physical purposes like throwing lightningbolts. Because he devoted all of that time into excelling at throwing lightning, he didn't get any time to figure out how to hack into a computer. Similarly, the reverse also applies; an Electrokinesist who studies how to hack can hack almost anything, given necessary personal skill at using his power, but probably could only be able to produce unstable sparks. Furthermore, a person can only have one kind of ADVANCEMENT because, despite the fact that an ADVANCEMENT user has an altered brain, their brain is still human and cannot handle too many abilities. In addition, all ADVANCEMENTS are calculation-based and require a sufficient mental processing capacity to even use their most basic function. While visualization does work for certain types of abilities' functions, such as moving a stone with Telekinesis, other abilities require precise calculations in order to avoid catastrophic consequences, like a Pyrokinesist manipulating specific particle movements to avoid setting his own house on fire.
On the other side of the power spectrum lies magic, which describes the act of refining raw magical energies into different types of usable magical energies. There are only three sources of magic energy one can tap into:
However, while there are many forms of magical energy able to be accessed, only 1-in-5000 people can use anything other than ARTIFACTS, and yes, that means ARTIFACTS only, a regular person couldn't even use a Replica.
- Mana, previously known as chi, life force, or vital energy but referred to as 'Mana' since the term is in vogue within fictional works. Mana reserves vary from person to person, and higher Mana reserves tend to result in stronger spells because you can pour more energy into a spell.
- Leylines and Landmarks. Leylines are invisible conduits of magical energy that flow between alignments between Landmarks, while Landmarks describes locations of religious, mythological, folkloric, or otherwise legendary significance.
- ARTIFACTS and Replicas. ARTIFACTS are very similar to Landmarks in that they are objects of religious, mythological, or otherwise legendary significance capable of the powers that they are traditionally described of doing and are amplified by Landmarks generally associated with them. Replicas, on the other hand, are objects similar to ARTIFACTS, but with toned down abilities because they were created and enchanted by humans, rather than created by the theoretical 'ARTIFICERS' instead. These Replicas only recieve a miniscule fraction of the power that the ARTIFACT they were modelled off of. The process is much like that of the Sun and solar panels. The Sun/ARTIFACTS provides energy to solar panels/Replicas, but the solar panels cannot reach or store the same amount of energy that the actual Sun provides.
In terms of how to actually refine magical energy into usable energy, there are a multitude of ways. Many of these are much like how magic is traditionally described as being cast, with incantations, rituals, magic carvings, etc. In fact, it is because people believe that magic is cast this way, that magic can be cast in that way. This is because magic spells in this world are tied to organized belief in something, whether it be a religion, a God, or any other concept that one can believe in. However, it isn't necessary for the caster to believe in the concept the spell was dedicated to. What's really important is that enough people held a belief in something and created rituals, spells, etc. dedicated to its power. Although, this doesn't mean that a widely used spell is more powerful or easier to cast, in fact it's quite the opposite. The 'cost' of a spell, or the amount of magical energy that it takes to get it up to base power, directly correlates with the rarity of the casting method. For example, casting a spell nobody uses anymore will be both cheaper to cast and probably more powerful, but using a spell everyone uses will be more expensive and probably less powerful.
To put it simply, imagine that a spell is a bank full of beliefs invested into it. Every time you cast that spell, you're making a small withdrawal. It's a very large resource for sure, but if people are casting/withdrawing from it tens of thousands of times a day, it'll never build up to useful levels.
Incidentally, it is because magic is based off of collective belief, that using it will result in horrible consequences for an ADVANCEMENT user, who's power is based off of personal belief overcoming collective belief.
The act of using magic, magic itself, and the users of magic are collectively referred to as 'ARCANA'.

Name: Isabella 'Genocide' Birth
Gender: ☿ (Female Virgin. Why I mentioned that detail, no idea, do as you wish with it)
Appearance: Isabella has shortish green hair which reaches the bottom of her neck, and she has alexandrite eyes, a very rare iris pigmentation, that changes to a yellowish red when she feels strong emotions, from excitement to fear. She has a reasonably pale complexion and a build that could be described as lithe but..... developed to put it maturely, and is reasonably short which she is very irritated about when approached about it. Isabella normally wears a tight-fitting white jumpsuit some would call 'unmodest' but she in fact wears it for comfort, stability on her body. She also wears a gas mask which she painted completely black with white lightning bolts at all times.
Backstory: Isabella was born in Japan, and lived a reasonably normal life for the first five years or so of her life, maybe considered a little odd that she loved to wear gas masks of all things, not exactly the most normal thing for a five-year old girl to be wearing. She got custom fits as they wouldn't normally fit a five-year old head, and she painted them black with fireballs on it. A few days before her sixth birthday, she heard a scream as she was sleeping. She awoke to dark green mist all around her, a neurotoxin made to kill everyone in the house. She hid under her bed and heard walking around the house, but when it subsided she ran.
She lived alone inconsistently, sometimes having families taking her in for a short time. When she was 10 she got caught for theft, manslaughter, and blackmail which was to keep her alive. Since she was too young to go to juvi, had no parents and couldn't pay a fine of any sort, she was deported to England, and learnt a psychic ability of gases, changing the individual particles to make sleeping gas, nerve gas, neurotoxins, and lesser poisons meant to make people sick for a week or so in case she's pissed at someone.
Mundane Skills: Advanced knowledge of chemistry, can steal your shoes while you're walking, is very resourceful.
Power Name: Toxin Creation
Power Description: Toxin creation rearranges the particles in the air and splits them to the atomic level, recreating them as different particles for use. She only has knowledge of sleeping gas and minor sickness gas, is trying to learn to make the other two mentioned in her history.
Armin Crowley (DarkGrey)
Name: Armin "Agent Savant" Crowley
Backstory: Armin is both a native of AREA and a former member of the underground group known as 'DISPEL'. As a child, he refused to undergo the ADVANCEMENT Development Procedure, and rather chose to delve into the secrets of ARCANA. Unfortunately, his Mana pool was rather subpar compared to others, forcing him into the less prestigious schools and grouping him with the 'weaklings'. In order to mitigate this power gap, Armin began attempting to learn many sorts of low-cost spells in order to give the strong who preyed on the weak a wake up call. Eventually, this would culminate in the greatest gamble Armin would ever undertake. It was... definitely illegal and broke many of the Magic-Science Treaties, but he did it anyway. Because #YOLOSWAG420BLAZEIT
Needless to say, this set off quite a lot of alarms, literal and metaphorical, as detecting spells is actually a pretty common thing in AREA. The clean-up operation was quick and effective, but it was already in place, with no way of dispelling the Geis. They were going to settle for a good, quiet street execution, until a very influential person affiliated with a certain group offered an ultimatum: "Join our group or die."
Quite a simple, obvious choice. And so Armin began rolling with DISPEL as the group's dedicated anti-mage. A profession which was quite suiting, given his literal library of knowledge on multiple sorts of magic. He stuck with the group for quite a while, that is, until he decided to leave the group.
Traditionally, within AREA's metaphorical 'dark side', the only way to leave a group is usually if it disbands, the leader lets you, or by surviving an execution. Armin opted for the latter, since he was too good of an asset for the second, and the first was definitely going to be a long time in coming.
Needless to say, he survived the execution.

Power Name: Memorization Geis - "Become He Who Seals the Knowledge of the Mighty", Spell Hijacking
Power Description: A geis is a form of magical compulsion or curse that originates in Celtic mythology. Those under a geis are required to fulfill certain conditions or risk suffering a penalty bestowed by fate. Fortunately, the geis bestowed upon him has a very good benefit:renumeration ratio. It allows him to memorize magical spells that he knows the source and method of casting, for the cost of being unable to use any form of magic energy at all unless his life is in danger.
Spell Hijacking is the term to describe a manner in which a Hijacker takes control of a spell. Spell Hijacking takes zero magical energy to 'cast', and is basically using the enemy caster's existing spell against them. Armin's variant involves the usage of mental codes to subliminally input values into the enemy's mind to hijack the spell formula that the caster has been conjuring in their head and cause the magic to go berserk or be outright cancelled.
The drop from the bridge is 20 meters. If the full handgun clip didn't off him, the rapids and the chilled water would. Oddly enough, the target of the execution standing on the edge of the bridge wasn't panicking or trying to escape. The thoughts running through his brain weren't anything standard like 'why me?' or 'I shouldn't be here!' but rather:
'This current situation is ideal.'
He takes a deep breath, and suppresses it. What's about to happen must be as unexpected as possible for his plan to work. The one holding the gun is saying things, words of farewell to an old teammate? An apology for what was about to happen? It didn't matter what the executioner was going to say, all that mattered was what he was going to do.

The boy had never been skydiving, or ridden a roller coaster, or done anything much more exciting than ride a fast elevator. But as he went into free fall, his entire body flooded with adrenaline, every sense telling him that he was about to die.

He hits the water face first, but rather than a sickening snap of bone and a sensation of bitter cold, there's a rather numb, bone-jarring feeling, but nothing too inconvenient. There's nothing to help the weak, leaf-shaped weak spot on his shoulder, but that was a necessary evil that didn't really do anything all too horrible other than leave him in a quite uncomfortable position. His body sparked as his body began regenerating, the bullets being pushed out of their holes as the wounds began closing.
Something indescribable began filling his body as he directed himself towards shore. Upon reaching dry land, he cancels the spell immediately. The usage for 2 nonverbal, immediate, and passive spells had done quite a number to his Mana reserves. Much more than he would've preferred, but it did the job.
Upon cancellation, the geis reactivated and locked all the knowledge of how to cast any and all spells in his arsenal. As far as the terms of the 'contract' was concerned, he was out of immediate danger. Though it isn't as if he'd need to use, or be able to use, any more spells in the meantime.
Now he was just wet and cold, with a torn up shirt with bullet tears everywhere.
'Guess it's time to move before they check if I'm actually dead.'
Three Days Later...
"You sure this is the right one?"
"Yes, I'm absolutely sure."
"Bad. Terrible. Not good. Like shit... Need I go on?"
"Given what I told you, is that not a proper verification?"
"I think I've made my point."
"I'll do it but I won't be happy."
"Hey, at least I'm giving this one to your guys instead of DISPEL or something. Heard they need a new member too, and I'm pretty sure they're nicer than you guys."
"Yeah, yeah, yeah. Thanks for that and all... Now just shut up so I can talk."
Despite seemingly communicating with another person, the young-ish, semi-formally dressed man was completely alone, standing outside of one of many apartments/dorms located within AREA. His expression seemed to indicate that he was quite irritated. The skirmishes between some of the groups within the AREA's 'ABYSS' were getting quite a bit more violent these days, for whatever reason. In fact, just the day before the young person's group got into a brutal battle that cost them one of their members.
Anyway, that's why he was here. His team needed a new combatant, and the person living here seemed good enough for the job. She didn't seem to have parents, which was always good in the line of work he was affiliated with, and her specialization was pretty suiting for the types of jobs the group known as 'HUNTER' took up.
He knocked on the door to the home of one 'Isabella Birth.'
