We at the Institute of War are happy that you have chosen to participate in trying out the new game mode, Cooperative Survival, also commonly referred to as PvE, or Player vs Environment. Unlike the other game modes, this mode does not rely on summoner skill, but on the summoner's ability to plan ahead, and is more akin to betting on horse races. You and your fellow summoners will choose champions to form a team and have them then cooperate autonomously, free of summoner control, in a hostile environment, where their goal is to find the portal back to Runeterra. You heard that right! The sorcerers at the Institute of War have recently unlocked amazing new levels of magic and have created Fields of Justice on worlds outside of our own. Your chosen team of champions will be sent to some random world where they must work together despite their differences to overcome obstacles and challenges that these strange new worlds might throw at them. You, the summoners, will be rewarded if you drafted the team that can return the Runeterra the fastest and with the least deaths.
Your team of champions will spawn at a fountain that we will send over with them. The fountain will heal them and restore their mana. There will also be a fountain turret to rain searing death on anything that the champions cannot handle but approaches too close to the fountain for comfort. At the end of each day, the group consisting of the majority of the team can unanimously decide to have the fountain teleported to their location, allowing them to make progress in their exploration. Upon death, champions will respawn at the fountain.
Your champions will begin at level 18 and will not gain experience, nor will they gain gold as there is no shop and no items. Kills and assists will not be counted, only deaths.

So this is a LoL co-op survival game. Applications are currently closed.
For now, the rules will be based off of the following format:
All Champions have their inherent physical, mental, and magical abilities with which they can affect their environment. They come with whatever they are wearing according to the skin chosen, and with whatever tools or weapons they carry in their normal games. Anything that uses consumable ammo is automatically magically replenished, but such material when used, not not persist in the world.
Gangplank can spawn fruit and cannonballs. The condition being that the citrus will only spawn when Gangplank attempts to cure himself of an ailment, the citrus cannot stave off true hunger, cannot be given to another champion and cannot be stored for later use. The cannonballs will be magically sent from Gangplank's ship to the atmosphere of the world the champions may be on, then the cannonballs will strike and do their damage but then the shrapnel will magically dissolve into the ether, so Gangplank cannot use the cannonballs for scrap metal. Gangplanks blunderbuss (pirate pistol) also will never run out of ammo, but he cannot use said ammo for anything but shooting it. Gangplank can shoot his pistol, even if he's not using the ability Parrrley, but whatever effects of the ability other than damage will not occur unless he actually uses the ability. The same can be said of other abilities that rely on weapons or vice versa.
This similar set of rules will apply to anyone who relies on something that they either cannot bring with them physically, or that they need to use up, like ammo or spare parts or sharks that pop out of the ground or what have you. For example, Heimerdinger can build his turrets and repair them, whatever 'materials' he needs simply get warped in for that specific purpose, Heimerdinger cannot warp in endless turrets, nor can he dismantle them for parts to build a house with. If you need food or building materials, you will have to live off the land. I hope these restrictions make sense and can be applied across the board.
The characters Q, W, E, R and passive abilities still exist if they apply. For example, Twisted Fate and Zilean's passives do not apply, one grants more team gold, the other grants more team experience, and we will not be keeping track of gold and experience. Think of your champions' abilities as the best they can do a certain thing, whether it is attack, self-buff, heal, etc.
For example, characters like Annie can use their inherent magical abilities to do things other than fight, but their actual abilities are usually the most dangerous and damaging to enemies. Annie can light a fire without needing to specifically use any of her actual abilities.
Also, please keep tabs on your own restrictions, like if you've been in an engagement for too long, consider running out of mana for dramatic effect, or if you just used an ult, please keep it on cooldown.
Champions can attack each other by going into PvP mode, which will alert all other champions. The game is cooperative, so your characters attacks will not harm each other, Area of effect damage will not apply to allies, you cannot hit allies with skill shots or autoattacks, you cannot target allies with single-target skills. You can turn on PvP if, for whatever reason, you need to or want to hit your ally. If your team thinks it was a poor reason, they will probably all turn on you. I don't think any single champion can fight off nine others, no matter how OP, but I don't want to get into that argument.
I've covered every base that's come up, but rules will probably need to be fleshed out as we encounter more weird situations ,or as each of you reflects on your champion and finds something about their mechanics that needs to be clarified.
