In the land of Albion there is the dreaded prison Adrian's Gaol which has stood unchallenged for over 100 years, it has five floors with criminals placed in floors 1-4 relative to their bounties and the 5th floor for those deemed a threat to the country.
Adrian's Gaol is one of the points of the Grand Triangle along with Whitefort, the military base in the north and Viri Arce, the capital city. Players could be fantasy races (Dwarves, Elves, Whatever) and gets 1 multipurpose superpower that starts weak and gets strong over time.
The halls of Adrian's Gaol are roamed by powerful creatures (which will be much stronger than players at the start) as well as human wardens and managers with their own powers.
The players would be prisoners each with their own bounties trying to break out of Adrian's Gaol and see what happens from there.
each floor would have a different average bounty so:
1st-N/a (caught before receiving bounty) about equal in strength to a well-armed civilian
2nd-average around 10,000 capable of small scale destruction and durability feats (think street level crime fighters like spider-man)
3rd-average around 50,000 capable of decent destruction feat (could easily destroy a tank or small ship)
4th-average around 250,000 capable of destroying anything from a modern building to a city block in one or two attacks
Albion: In the world of Albion the military base Whiteford, the capital city Viri Arce, and the impenetrable prison Adrian's Gaol are positioned at each end of the Grand Triangle. Inside the Grand Triangle powers are much more common than they are outside because organizations within the triangle seek the out powered people from outside, the Grand Triangle there are dreaded monsters like manticores, basilisks, dragons and most feared and powerful: colossi, 2-3km tall humanoid monsters that cause earthquakes with each step and use rudimentary colossal tools.
Government: 10 years ago King Adrian died and his only son Joshua took over the throne, King Joshua focused most of his resources on cracking down on crime which has been mostly successful, although the rate of imprisonment of innocents has risen to around 10% of all imprisonments, public safety is at an all time high. King Joshua's government is not great but it is not Dystopian either.
Organizations: In the Grand Triangle the two organizations that directly oppose each other are the King's Royal Guard (A handful of super-powered people equal or stronger than colossi, they don't get along with each other) and the Old King's Militia (a small rebel army that opposes the current government led by an ex-royal guard). Both of these organizations seek out powerful people from outside the triangle and in to join their ranks. Neither organization is good or evil they are more chaotic neutral vs lawful neutral.
Powers: Every single person in Albion has the potential to develop a superhuman power but most have not, 1 in every 100 persons born in Albion are born with their abilities and others can develop powers from being in extreme danger, the government uses artificial danger simulations to evoke powers from their unpowered soldiers. Once someone's power develop a small tattoo appears somewhere on the body and when this tattoo is smeared with a mud-like substance called humanizer the person cannot use their power until it has been cleaned off (humanizer is one of the main security features used in Adrian's Gaol).
Magic: Magic in Albion is performed ritually with runes and items, and often multiple casters. Necromancy is considered a high-level criminal offense.

Appearance: he's a little on the short side at 5'6'' and has a very young face and short bright-brown hair that is slightly curled at the tips, he wears a cream shirt with brown trousers and a medieval-looking brown waistcoat, he has a small frame and small scars on his hands from getting too close to his enemies and one big scar diagonal across his chest given to him in a recent battle.
Right now he is wearing handcuffs and has the mark for his powers (on his right forearm) coated with humanizer.
Personality: He is selfless, idealistic and tenacious, almost an ideal hero. Before being captured he had a hedonistic streak, playing pranks and treating life like a game though believing in good sportsmanship in all conflicts including life or death ones. After his "fight" (if you can even call it that) and subsequent capture from one of the Royal Guard left him psychologically scarred and doubting his own power, it also made him more timid.
History: He grew up in a small snowy village in the frozen plains in the north of Albion, he and his brother are bastards raised by their mother who fell ill and died when he was 14, the very same week his brother left to explore the world and eventually became second in command of the Old King's Militia with power to rival one of the Royal Guards. Back home West became popular with the people of his village, known for his selflessness.
A few months ago he went to look for his brother, but when he asked around in different towns he was given a bounty because the government assumed (correctly) that he had some connection to his brother. On the border of the Grand Triangle one of the Royal Guards accidentally found him and arrested while likely doing something much more important than arresting 8,000 bounty criminals at the same time. He was overwhelmed by the Royal Guard's strength, more than a colossus, and the battle left him physically and emotionally scarred, he was sent to Adrian's Gaol were he is today, a few floors below his brother (The guards and other inmates have teased him about going on a wild goose chase when his brother had already been captured so he knows where his brother is).
Floor: 2nd (considered the runt of the second floor because of his bounty)
Power: Typhokinesis - the ability to create from his body and telekinetically manipulate smoke, being a gas, when smoke is used for offensive purposes it must be compressed first (i.e. like in a ball in the palm of his hand).
Abilities: Smoke Ball - Condenses smoke into a ball in the palm of his hand and releases it at point blank range (not strong enough to shatter stone but is strong enough to launch a person several meters).
Smoke Veil - Fills the surrounding area with smoke to obscure hostile view (like a human smoke bomb).
I have lots of ideas for new typhokinetic abilities as he gets stronger.
Weakness: The smoke he produces can be blown around making his ability hard to control in windy environments and as mentioned above free-flowing smoke has little to know offensive power unless compressed.
