This is based off a dream I had last night, so it may or may not make any sense. Basically, it's about an America that is ruled by a very powerful and oppressive government. The people live in fear of what will happen if they break the rules. The people are logged down with a ridiculous amount of laws, and government has none. It's pretty fucking dark, so just heads up.
Here's some of the key points that I remember:
Music is outlawed, as well as most forms of art.
The highest speed limit is 45 miles an hour. If you go over 45 anywhere, you will pay a very hefty fine.
Any form of illegal activities can and probably will result in the loss of your kids, pets, family members, or whatever you have. Babies and toddlers that are taken are often used for experimentation.
Having any form of disease if illegal. If you are found out to be diseased, you are incinerated.
People who lived in rural areas were forced to leave their homes and move into the cities, so that the government could better keep tabs on them and make sure that all laws were being followed. The only exceptions were farmers and the sort.
In comes my character in the dream. I know it's kind of bad taste to make your character the main character of an RP, but that's just how this thing went. He was, for whatever reason, locked in a cryogenic sleep for a few decades. He wakes up, for whatever reason, and come out of her little pod to find that the world is very different from what she imagined. He came from a time when people still had rights. He explores his surroundings a little bit, decides he doesn't care for it, and tries to encourage people to follow him in a rebellion against the government.
1: No powers! Technology is great, but no superpowers!
2: No being stupid.
3: I feel like if you follow rule 2, we won't have a problem.

Time for a crappy and rushed character sheet. Children, advert your eyes.
Name: Dylan House
Personality: Dylan is fairly good natured, mostly laid back and easy to get along with. He doesn't have a mean bone in his body. But despite his soft outside, Dylan is capable of rebellion. If he feels that something is not just, he's not likely to quietly move along. Because of this, his mouth often gets him in trouble.
Other: He has benign Epidermodysplasia verruciformis, a rare skin disease that causes flat, bumpy lesions on his skin. The disease has mostly affected his hands.
Appearance: He's tall and lanky, standing at 6'2" and weighing in the 140s. He has brown eyes. He wears a light purple t-shirt, jeans, and gloves over both hands.
History: Dylan lived in New York quite about a century ago. He had a fairly normal childhood: went to school, played with other kids, lived with his parents, ect. He was diagnosed with his skin disease around the age of 17. His case was adopted by a dermatologist who had been itching to study the very disease that Dylan possessed. After several treatments, the lesions slowly stopped progressing, but never went away.
Still can't think of a reason for him to be locked in a fucking cryogenic sleep for a hundred years. Let's just avoid that topic for now.
