Wonder where the title comes from?
Don't! It comes from another civil war.
As Earth was destroyed, humanity began to look for another habitable world. If found Atlas, a gas giant 100 light years from Sol. The vast majority of its moons are habitable.
All the moons are connected by naturally occurring wormholes, so they have similar wildlife on them.
Said wildlife can be extremely deadly, some able to crush tanks.
And then there's the Necroids, giant parasitic organisms that shun the daylight and reanimate human corpses. They're the antithesis to life as we know it.
As colonized societies formed, they began to connect. Eventually, the there was a major government on each moon, and now, those moons have come together to form a federal government, known as the Thomas William Republic, or TWR for short (It's named after it's founder. No, it's not a cult of personality). Pronounced, ToWeR.
However, after about 50 years, a resistance is forming.
The People's Army:
Motto: non reges, sed libero (No Kings, only Freedom)
Anthem: Imagine, by John Lennon.
The PA is an army forming to overthrow the government and replace it with a libertarian collectivist state.
The resistance has begun to recruit mercenaries from local gangs to protect them from police action.
Some fear that these 'bodygaurds' will eventually form into a full-fledged army, and they're probably right.
As a PA member, you'll start out doing jobs with local gangs, mostly smugglings, and putting together resources together.

TWR is the government. A highly authoritarian, yet fairly just society with a very strong attachment to individual rights. They don't seem to care that much about privacy, however.
Part of their philosophy revolves around the idea that left to their own devices, people generally degrade into barbarians. Barbarians then form their own societies, which spells oppression and darkness. To combat this, there must be a general ambient fear of righteous law, so that bad men not only fear the consequences if their crimes fail, but if their crimes succeed.
as a TWR agent, we'll start out as Municipal police forces at work to combat the rising crime wave caused by the People's Army.

The dominant race of sorts. They run the government, they run the resistance, they run burger stands, too.
Their stake in the rebellion mostly has to do with property rights vs class equality: The government is highly capitalist, where as the rebellion wants to create a socialist state.
Robots where invented by humans. They currently are only protected as property. The government is beginning to introduce laws, however, that will give them certain rights. The rebels find this Neo-Abolitionist movement to be highly hypocritical, however, and want to keep the machines legal property.
Some machines support the rebellion, however, as they believe that the government might not, in fact, give them full legal protection, and they'd rather be public property than private property. They will definitely not be considered people under PA rule, however.
A tribal race of aliens native to the Atlas moons.
They have recently undergone great technological advances due to negotiations with humans and just picking up their garbage and studying it. Humans however, have also done great harm to their native cultures and societies, to varying degrees. Some colonies peaceably negotiated with them purchasing the land they wanted, while some took the land by force.
The government currently seeks the peacable assimiliation of alien peoples, while resistance wants the aliens to be able to keep their traditional ways. The aliens have differing views on whether this is a good thing, however. Some of them actually really like human society and want to assimilate into it. Most of them who have enjoy fairly decent lives.
They can also live to be very old, up to 500.
Hand-2-hand weapons: Weapons involving martial arts skills, such as boxing gloves, assassin wristblades, shields, that sort of thing.
Melee: Weapons swung at an opponent, like a knife, sword, bat, or axe.
Guns: Guns are excellent weapons for the sheer damage that they do at a range. However, they have more limited ammo than energy weapons, and are prohibitively lethal.
Energy weapons: Energy weapons are usually non-lethal devices that do little physical damage, but cause indirect effects, such as stunning an opponent, giving them radiation poisoning, causing them to go insane, among other things. There are several types, such as 'ray-guns' (trigger operated weapons that fire lasers), Arm cannons (which fire charged plasma. The longer you hold in your charge, the deadlier it is), and wands (short ranged energy weapons that are usually used as indirect weapons)
Drones and Vehicles: These go more or less without saying.
Starting weapons: (remember, we're starting out as beat cops. As such, think more like handguns as opposed to miniguns. Don't worry, we'll get access to those later)
