Well I haven't played KW yet, being dead broke at all, but I'm not adverse to spoilers.
Rebirth of CABAL sounds damn good, though.

Playing Scrin would probably be difficult without the sheer amount of background that GDI and NOD have behind them, although I suppose someone could go either Reaper-17 or Traveller-59 and focus on some sort of world-domination type of thing as those are the two 'extreme' Scrin sects. History is a major problem though. Hell, even the Forgotten have more background. I suppose they'd be relegated to NPC status, not the end of the world though.
As for Kane, I think it might be best to have him as an NPC, as anyone who's played enough CnC will by now know his mannerisms and what he's like, I think all of us could play him as effectively as the next person, the exception would be if he plays a major role in revealing plot point to certain players or something of the sort.
As for the plot itself, and this is just my point of view, but CABAL's rebirth seems a little nonsensical. I thought CABAL was 'destroyed' (Firestorm is the only game in the series I haven't played, i'm ashamed to say), and what was left was used to build LEGION (which is why CABAL's face flashes up during the cinematics). Although looking at it another way, what with being made from CABAL, anything at all could happen once the tacitus was integrated into LEGION, so a rebirth isn't really that farfetched.
Failing that, you could always disregard what happened in/at the end of KW, but that would be heresy. Just throwing a couple of ideas around.

Anyway jumping into the discussion, playing the Scrin would be difficult without enough history/background to fully understand them. Same for Kane, hell my world was turned upside down when the Scrin seemed to recognise him in C&C 3 (it seems my world turns upside down in each C&C game with Kane, the bastard just never stays dead and manages to do unexpected things).
A rebirth of CABAL is like Redorath said not farfetched and would be a nice add to an C&C rp.
