I want to mention I don't believe there should be a jail known for holding Supers just yet, or built specifically for that purpose. One month is not enough time to build such a thing. There may not even be any organization really directed towards the problem, since it is a fairly new problem, though, of course, the Executioner assault on one of the police buildings made it rather newsworthy.

edit- Noticed I was missing the inventories for the characters. Added them in. The Executioner's might be particularly funny.
