Not all mission slots are full, at least not for SE or SW. However, as it stands, Brovo will be adding people through the story line next round. Not sure how he's doing it, but I'm pretty sure he's liable to assign the latecomers.

Also, not seeing anything particularly wrong with your CS myself, haven't read through the history bits though. Kinda in an OCD mode and flipping back and forth to fix other RP sheets of mine.
