Hello Masaki Haruna, 

I've reviewed your character, and I have a few things to say before Kirua Chikawa can advance on the thread: 

- Your personality is really conflicting. I don't know if that was intentional, but your character seems kind of bi-polar based on your description. 

- Innue can back me up on this, but I really don't feel like Kirua Chikawa is Jounin level. Reason being is that the bases of your character is substance manipulation, but you've taken the same sort of techniques that can be done with earth/stone, and limited yourself to using blood. With earth, wind, water, fire (etc) manipulation, the substance is incredibly easy to harvest in your environment. Blood either has to come from yourself, containers on your person, or matter creation. As a general rule of thumb, matter creation is incredibly costly. Do you think the returns of your techniques are worth the limitations of using such a limited resource? If you do, Innue and I don't. 

If I were to accept Kirua Chikawa into Kiri, I would deem her Chuunin.
