I'm actually creating a small number of IC heroes who will basically be guides to all of the players and their characters. At some point I may release them to be played by a player but for now I want to hold on to that guy, who I am naming Pariah. I'm envisioning him to be the League's strategist and a mentor to some of the non-powered heroes. But that certainly doesn't stop you from creating a similar character, perhaps a new non-superpowered hero who lives in the City and is one of Pariah's students? Would that work for you? At that point things just stop being fun in my opinion. In this world heroes can use guns and can kill if there's no other choice, but try to keep it toned down to reasonable levels. If a guy starts killing people left and right (using a chain gun) with no compunctions, he probably wouldn't be wanted in an organization that is trying to get the public's trust. I also want there to be a diverse and well-rounded cast of characters. They shouldn't all be cynical Batman types and they shouldn't all be wide-eyed Captain Marvel-esque heroes. The goal is to portray the world of superheroes through many different mindsets and viewpoints. So right now we have two 'dark' heroes, but hopefully we get some 'light' ones as well. I'm going to ask that your hero have some kind of superpowers. I don't want the League to be made entirely of uber-badass normal humans. Such individuals are extraordinary by dint of being able to compete in a super powered world and having too many of them would dilute their significance in my opinion. The majority of the League should be Metahumans, followed by Supernaturals, and Technological heroes are in the minority. All of them should have diverse powers, abilities, and skills. If you're a 'normal' hero, it doesn't mean you have to be a Batman-type gadget hero. You could be an Iron Man-esque power armor wearer or a Question-like Detective or any number of things. Metahumans and Supernaturals should be even more diverse. Having the same types of heroes would simply be uninteresting. Of course you can make your nihilistic hero and have them with no powers but he or she should still contribute something special and unique to the League dynamics.
