I really doubt they would have let the Brits in on it, especially considering I don't think they were even allies by the time of the Sino-American War.

Also, is the implication that in Britain there was only one Vault (perhaps modeled after the American Vault-Tec Vaults), but fewer bombs were dropped, so outside of the cities more people survived the War?
