[/quote] It has the whole city though there are main "civilization hubs" that I listed in the OP. The King has been ruling for 25 years and only managed to gain a foothold due to advanced weaponry. Most older generations still remember a time without a King. Who is right now sticking to restoring London. Of course without giving over technology to his subjects this is taking time. There will be the odd building outside these hubs. Think of it more like Fallout 3 within the city itself. There are a lot of empty buildings but there are only very few areas you would actually call "civilized". Of course depending how long you had been around under the Kings Reign I would allocate you a certain number of buildings. Bear in mind the King only really has power as the monarchs have all kinds of old world tech and training facilities in that lovely bunker of theirs. They've even got some vehicles that will pop up if you guys are a big enough pain in the ass. For out of the law type buildings working outside the civilized areas certainly works, also gives the Rebellion a bit of more hope too. They don't have to scout out and prepare a building in the middle of a wasted city they just visit to an illegal brothel or tavern.
