They are your Local Government Police Force (LGPF). They are there for your safety and sacrifice the opportunity for a normal life to protect the public. You should always be nice and polite to the LGPF and honour their bravery.

"I am a Woman and so are the weaker sex. What is in place to protect me?"

All woman are to be escorted by strong males, they must listen to them and do what ever they say. For the safety of the public.

"Who are the insurgents?"

They are terrorists, they are what makes the future of the human race falter. They poison water supplies, bomb hospitals and murder, steal and rape.
If you know anyone who may be an insurgent or have any information on there whereabouts contact you Local Government Police Force.
