In my defense, I would like to point out a few things:
1) I was super excited for the new thing I thought I had figured out about the RP and let that get the best of me, my apologies.
2) This universe is unlike anything seen before, everything changed when the new timeline was set, I.E. Iron Man is a woman, Techno even exists, as does the Order of Heracles, is it really that hard to imagine that one dude had a sister in this universe that he didn't in others?
3) TECHNO IS NOT OMNITIENT, I know, I wrote his character sheet, he is incredibly smart, he is incredibly good at what he does, argueably the best, however he is not omnitient, it's entirely possible somebody created a false representation of the Hammer Project, or that he accessed an earlier copy of the Hammer project.

Makes sense, as she isn't in prison and can therefore get the treatment, but I think they need Justin to join the Brotherhood so that he can give them the Titanium Man tech. Though, his sister could have copied the data.
if his sister was as manipulative and cold hearted as some other villains, it would not be entirely unheard of for her to have her own copies of the Titanium Man tech blueprints, or know people who could get them, or be able to get them herself, or know how to seduce and trick and lie her way up the foodchain to get them.
5) This seemed like a solution that everyone could deal with, or not deal with, equally, my bad.
