Well, I'm just trying to figure out what would be possible at the early stages of their powers. Moving tea which is mainly water to me seemed like it would be easy. 

"User can create, shape and manipulate water, inorganic compound with liquid, gas (steam, water vapour), and solid (ice) states, including changing them from one state to other." (So she can eventually make water turn to steam and back into water and will turning water to ice be part of her early powers or something learned later?)
