Fair. I was just thinking that since Saba is clearly the dominant force in the region, and pretty much the only medium between the Desert Peoples and the rest of the world, it could be a sort of pseudo-empire with a globally untapped economy teeming with culture. 

The entire region may not actively play a part in global politics as a whole, but Saba surely does.
