[b]History:[/b] Kira was going crazy. At first it was just anger, anger at the government for dooming them to this hell hole of a life they lived in. But son it became more than anger. The lack of food and over population made something in her brain switch, some said that the stress was too much from the begining. At first it was a small change. A laugh when something was not funny, a snide remark when it wasn't deserved. No one payed much attention to her. But it got worse. She started having outbursts, panic attacks and severe anxiety, she couldn't control her emotions and just about anything could set her off. One morning, when Kira was 18, her parents wouldn't let her eat her entire ration, they said she should save it for later. So she did the only logical thing she could do. She killed them. 

Kira had always had a weak brain, but a smart brain. Somewhere in her unconscious it knew that this would drive her into insanity. So her brain did the only thing it could to save her body. Kira, by some miracle, developed Dissociative Amnesia. During her arrest, her trial, her year in prison, she could not understand what she had done. She could not remember. 
[b]Personality:[/b] The illness took one more thing from her, half her emotions. Her brain had completely erased everything that could cause Kira to remember what she had done. Sadness, anger, empathy. These feelings were wiped clean and what was left was a completely insane, constantly happy, shell of destruction that couldn't always distinguish right from wrong. Extremely dangerous. 
[b]Other:[/b] She's Russian. And a pyromaniac. Oh, and she can kill someone using just about anything around her.
