That's both true and false. Sure,Kabuto was able to become a snake sage through a dragon, but you can still make a dragon sage who looks more like a dragon and not like a snake. Like, for example, a character who is a dragon sage gets dragon wings, dragon nails, eyes, ears, feet, tail, and all that shit. So, while a Snake Sage was perceived as a Dragon Sage in the manga/anime, one could easily make it to where it's an actual Dragon Sage.
