Charter probably still doesn't quite know what the Leviathan Fleet is really about. He's probably picked up enough to know that they're pirates of some type (maybe privateers from Whitegold), but has avoided asking too many questions. Partly because he doesn't want to pry to much, but mostly because he needs the companionship right now. He's still reeling from the loss of his sister, but if there's a cause for him, he'll work on that to avoid dealing with those feelings. 

In any case, he still in the dark about Crashing - any reference to the Captain he thinks refer to Bovir, and if anyone references Crashing, he thinks it's a general reference to the power of the sea. Had he known about Crashing, he probably wanted to go to him right away.
