But without Taiping, there's no militias in Shaanxi to cause tension with brawls and riots; the entire reason that this rebellion happened. Even with militias, the revolt was hardly unified and wasn't entirely anti-Qing. Add in the lack of any common cause and plenty of infighting and... Well, now that my armies aren't distracted by Taiping, I'm confident I could nip any disturbance there in the bud. :P
