I think we are, but I"m not a GM. As for character from different village? Here is the response I got from Hatter in the interest check:

"Well... It would fit the story best if your current residence is in Gobigakure, obviously. Your character could be from anywhere in the world or even a missing nin or something, if that's what you want, since Gobigakure aren't exactly on good terms with the other villages. Their loyalty could be anything, too, since they could be spies or whatever. They are only required to have theri current residence in Gobigakure, and take missions there. If that made any sense..."
