Another random idea that just came to mind... Jason Bright and his followers... The chances of them actually reaching orbit with the trajectory those rockets had are slim to none...

I just finished the quest and it appears they launched towards the North-east... Maybe a covilization of ghouls that view it as a blessing and actively kidnap normal humans and turn them into ghouls?
