If you have an animal companion that could be one of its tricks, but otherwise you would have to train your horse to do that, a standard riding/war horse would not do that, this isn't Twilight Princess or Skyward Sword XD

EDIT: But no, there are no horse or animal whistles if that is also what you mean (like how they have dog whistles)
