Alright, now that we've got enough people, let's start the IC.

I'm thinking we could begin with our respective characters having it explained to them that they're being grouped together because of their abnormally adept combat skills and desire to join the Scouts. This is where Solace's and Skylar's characters would come in, working as mentors/evaluators for the Cadets. If no one else signs up, we'll just have an NPC from the Garrison Regiment working as a mentor to keep things realistic. 

So, we'll introduce the mentors, have the cadets meet each other and socialize (a few of them might already know each other, if the players want to go that route) and then RP some elements of their more exciting training, time skip to graduation and etc. then get on with the exciting points of the roleplay.
