That will depend on your character. Beast boy was 13-ish (I think) and he had great control with his abilities because of his history of being in the doom patrol. Star fire used her powers since birth, and the same goes for raven, so they have a great deal of control over their powers.

My character is going to have a moderate level of control with his powers, but still needs to practice and work with them.
