So Tatsua, how this works is until you get your full power back (Demon Lord dies), you're starting over with regards to the Underworld. IE, you don't have innumerable spirits already in your backlog from ages past, all you've got in your domain are people who have died following your Ascension. Otherwise, it's just too easy for you to pull a "MY ARMIES ARE INFINITE" deal. Now, this gets into the spirit/soul difference. A soul is a property of the living, when the body dies so does the soul, and in its place is a "spirit". Tatsua gets the spirits. Buuuuut, Act has authority over human souls, so that means if he's quick enough, he can take a soul away when a person dies before it decays into a spirit, and stash it in some special place for his use. If that's the case, it's still a soul, so Tatsua doesn't get control over it. That said, doing this won't be possible if Tatsua or her zombies directly kill someone, if that happens then that individual's given an auto-pass to Tatsua's world. Think of it like you've each got your own afterlife, Tatsua's being Not!Hades and Act's being whatever he wants to call it. Souls will decay into spirits and go to Not!Hades by default unless Act manages to snatch them up in time. In essence, both of you are locked in a battle to decide who gets control of the afterlife.
