Well like I've said before you can play more than just a combat character and even if you're not powerful you can still be important. Players could play scientists, investigators, tech specialists, doctors, any kind of support character which could influence the plot. Doomsday is averted by smarts and skill as much as it is by muscle and power. And even 'weaker' characters can still be relevant and fight more powerful enemies. Superpowers are like rock-paper-scissors in a way. Sure some people are strong but does that matter much if you can freeze them? Or go inside their mind? Or speed around them and wear them down? Sure one guy have electric powers but what if you control water? Or drain energy? Being more powerful makes you more dramatic but it doesn't make you more important. Atom has saved the day more than once and his power is just shrinking. Mister Terrific has saved the day because he's smart and thinks strategically. Using your powers no matter what they are in creative ways can give a character a lot of mileage. But I do see your point and I am making an active effort to keep everyone's powers and abilities grounded for balance.
