Okay...so with all the difference complications regarding orders/treaties/etc...I think it needs to be clarified...how much can one order do?

Is it simply, "Ratify Treaty of Earth." Then your next order be, "Claim the lands given by treaty of Earth." After that, "Iniate Treaty of the moon" Next be "Claim lands given by treaty of moon

or is it:

"Initiate Treaties of Earth and Moon. The earthlings are to ratify the treaties and immediately claim the lands given by these treaties. They are to take advantage of the resources given and immediately begin building bases upon both lands."

They wont be fine
The greatest powers have two NFs, so thats two orders to use internally that will always succeed. Its going to be hard to compete with them when they have that advantage is going to be difficult if not impossible.

Serbia is not supposed to compete with, say, Germany. The two orders given at tier IV and V are more than enough to make a country grow. And I'll admit that it's not enough to make them compete with the great powers, and that's realistic. Berlin can get more done and will get more done than Belgrade.

An order can do a shit tonne of things concerning one subject. You can write orders of multiple paragraphs, as long as it's all relevant to eachother.

Regarding that poll earlier, are we playing as our nation or our government? This is important in case I want to put Yuan Shikai as President of China but not have ambitions to crown himself Emperor at some point.

The answer to this is relevant now because whether or not this happens determines whether or not I support the Boxer Rebellion.

I concur. If things go very poorly as they did historically for Germany after WW1 I was hoping that I might guide it to become something a bit more alternate historical, but don't exactly want to lose my ability to play as Germany.

Canada is being put on the same tier for orders as Afghanistan? I don't see how a lack of control over foreign affairs would in any way hamper Canada's ability to perform as capably on a domestic level as countries of similar economic stature. Russia and China are made exceptions on the tier status because of their size. Canada outmatches both of them economically; the Canadian government has a larger amount of capital to work with and a more capable government than Russia, a Tier I country.

This is somewhat dependent on whether or not Yuan Shikai declares himself Emperor or not. It seems entirely within the realms of reason that he could instead turn the Chinese Republic into some kind of military junta centered on the Beiyang Army which would contrast starkly with the Qing Empire before it.

I have to agree here. Just because historically Canada did not take advantage of their position does not mean they should be hampered here in 1900. Canada has the potential to be a tier 1.
