What's this? Sensible critique?

You're completely right, but Canada is for all intents and purposes a colony. Make a deal with Britain, and you and South Africa will immediately be cranked up to Tier III. Furthermore, Canada's low population and the fact that it has to compete with countries in Europe for Tier I makes it unlikely they'll get up to I or II. 

Here's hoping the gameplay mechanics don't influence gameplay.
