Actually, as I noted in my post, Sarel is at the ship. And, considering it took Malakaus a while to [i]think[/i] Sarel was probably already overseeing the main construction happening on the outside of the ship when he approached. Besides, it is Sarel's job to maintain the ship in working order, Malakaus is in charge of weapons and things of that nature.
