Yeah, well I figured no two tengu, but what I meant was, because you said it will be for military personnel and must be earned (kill and take essentially), what happens there? 

Well, what I meant by reserve, is in regards to killing a military personnel
So obviously, not available at the start or anything like that, but reserved as in will kill a military personnel much later to obtain
