One of the Special Six Guilds of the Federation, it controls most, if not all, naval shipyards, construction depots, orbital shipyards, and other construction-oriented structures or facilities. They work also on a republic system: a person from each facility is ranked up to low-council, where they elect another to represent their system, up to high-council, where they work on allocating resources wherever they need to go. They also control most of the mining and agricultural facilities on colonies or on planets.
