First I am not GM, nor do i know his intention, but this is the impression I got.

Our quadrant powers are very rare and extremely powerful, the Hau have close to three trillion people and are an immense power. Duck your faction does not fit the bill for a quadrant power. (Ignoring my misgivings about factions that are basically taken off of popular media.)

Similarly while i am not sure they are a quadrant power the Sphere is an immense military power that defacto has been decided to own Earth, three factions have history with that point in mind. So if you have humans, you need to factor them in.

So maybe ask around and read terminals history? It covers humans and Earth.
