Yeah, they'd probably enroll anyone up to a certain age. And as far as experience and training wise, I think the characters just need to be trained enough to justify having a particular ability set and fighting stye. I'd like to say Rachel has had a bit of experience dealing with some semi-violent situations before she was enrolled in the academy, thus she developed an inclination towards martial arts.
