btw its not really the idea that guards have powers as well, we are all kinda prototypes.
the guards are just military soldiers.
since so few of the experimented survive its too early to start making willing super soldiers, so they start with test dummy's and try to brain wash them (huge failure at this point though XD)
they can however have high advanced weapons and such, just dont go too sci-fi
