Whoever you want. This is Wire's first time meeting him anyway, so it doesn't really matter. He's just another job. Heck, you could have it so that when Wire [i]does[/i] take him back to his boss, he shoots him for being unruly, which persuades Wire to join the League when they come calling.

Personally though, I'd say he worked for the Outfit.
