No, because grammar and logic say otherwise.

The "them" being eyed refers to Zayn and Laenaia, and since the "looking at their weapons" is said right afterward it is heavily implied that it's still referring to the Blades.

Logically speaking, why in the world would they be looking at their own presumably sheathed weapons? What purpose would be served by them looking down at their own belts to look at their weapons? That's just awkward and would make them have to take their eyes off of the newcomers that they seem suspicious of. If it was meant to say something about the Crusaders doing things in relation to their own weapons Brovo likely would have said something about them touching the weapons.

I think Brovo may have just goofed a bit, if neither Laenaia nor Zayn carry any weapons in the open.
