North America wasn't empty before it got colonized up the ying yang. Blank territories are just territories that haven't got a regional political system, you'd find people out there, just no el presidente's or kings. You'd be able to go in there, give them freedom from their heathen ways, and then get hated for it five hundred years later. That's my take on it anyways.
