All leggings outright? Even if combined with shorts/dresses/skirts/etc?

Also, what's with this idea that legs are inappropriate? Or more specifically, a woman's legs? They aren't exactly a sexual organ. Hmm. Maybe it's because they're shaved. If girl students just didn't shave their legs, would that go over better or worse with staff?
