Probably because anime is Japanese cartoons, though anyone can do cosplay makeup, it's just a matter of can you do it WELL. Especially with the hairstyles, it's easy to style hair or a wig to frame your face in such a way to make it the right shape. Also, non-Asian people have the advantage of generally having larger eyes. Asian cosplays wear special contact lenses that make their eyes look bigger and more expressive, it's actually just a fashion too, to wear contact lenses that make your irises larger, a lot of women do it.
