Exactly that spot, yes.

This population takes into account people living outside the city as well. Also while I did not address it before, the merchant city idea is fine, but as for it being a 'free' city less so. You would still owe fealty to the crown, but still rule yourselves for the most part like the other holds.

Population: 314,400
Military roughly: 2,000

Could bump the numbers for military up a bit depending how rich a city state you have, and if you use mercenaries over your own population. I leave that up to you, but let me know how you go about it. 

Side note: I finished a good deal of Aglil, the capital province, for the moment I'm looking for at least three seafaring holds to build, administrate, and lead the Royal navy. Let me know on chat or PM if your house would be interested.
