Type: Metahuman: His ability is Hyperkinetic meaning the minds imaging systems and muscle control are in perfect harmony with the brains motorskills, so thus he's basically a super human Hyperkinetics posses flawless aim, perfect balance, enhanced motor skills, and perfect syncro between thought and action, but as a downside his abilities make him in a state of constant hyperactivity, and give him frequent headaches .
Personality:Adrian is cold and ruthless when it comes to villains and gangsters, he believes the only cure for evil is a bullet in the brain, when it comes to innocent people or allies he is closed off, and doesn't say much, but it isn't rare for him to smile either.
History:Adrian was born in Gotham, to a normal family and he lived a normal life, his abilities manifested later in life and made him a great athlete which got him a full ride scholarship into any university of his choosing, there he met his soon to be wife and they got married, his happiness didn't last forever though. One night while they were out on the town a gang of men did awful things to his wife, and then killed her, and shot him leaving him for dead, the police came by and found him clinging to life, so they took him to the hospital and preformed emergency surgery he lived.

Alone and with the painful memory of what happened to his wife Adrian became cold, and had it out for any gangster or villain out there, adopting a no mercy attitude for them he hunted down gang after gang killing mob bosses, and kingpins, trying to fulfill that void that was left in his life with the murder of his wife, he hasn't filled it which is why he is still out there, which is why he still hunts.
Other:He has a variety of guns and ammo mostly looted of destroyed gangs.

Monitors, pods to keep the robotic eyes in, swivel chair, the usual villain fare. He does have a phone with four contacts on it, though- his arms dealer and the three headquarters for his Watchkeepers. If Bishop calls about the shipment or one of the leaders talks about the heist... *shrug*

But can his arrest/death wait until he goes into Phase 3? As a wise TVTroper once said, "Evil ALWAYS triumphs in the middle!" Not the end, mind you, but the middle part.

I wouldn't go all that far. Oh yeah you're the one that's currently being the most active against him, and he sees you and Bone at the top of his "Kill Them NOW" list, but he isn't really one hero's nemesis. He's everyone's nemesis. Everyone who dons a mask and cloak and acts outside the law in any way ('cept him of course- far as he's concerned, he IS the law). It's never going to be, "Curse you! You'll rue the day, Teo! I'll come back with more lasers! BWAH HAH HAH!" It's more like, "...well crap. Millions of well-stolen dollars and hours of hard work into my supposedly-perfect plan gone to waste. And I was doing so well trying to force order on this corrupt world. Oh well. Back to the drawing board. I wonder if they're serving mashed potatoes at Arkham." Though if I were to have Visionary be someone's nemesis, it would be someone affiliated with the police. After all, O'Cule was a corrupt cop before he went blind and crazy. Or someone with a backstory similar to, "Everything changed when a d**kweed with bombs blew up my family." To show how different- or similarly- it worked out between whomever. But yeah, Teo's really doing a number on TV's game and he's not even in Phase 2 yet.
