I feel like the next time a complicated scenario like this happens, we should have some kind of basic idea of the time line of events ahead of time (I know you don't like planning Solace, so when I'm saying this I'm meaning as vague as possible.) 

Like, we already knew the bombs were gonna go off when Shunsuke, Saito, Rin, Mikami, and Cho were in the cafe. So simple things like how long are they going to be in the cafe or how are they going to find out about the explosion should have been discussed ahead of time. It would have avoided a lot of confusion.
