Indeed they do, and regardless of where they come from they almost certainly know the location of the Capital world, and may know the location of other outposts, planets, they likely know some ship movements and likely some of the recent out going orders...

The outpost was a treasure trove for the L'Er, all they needed to do was open the lock, and duck accidently dropped the key in front of them. It took a while to be sure I could do it, but it seems it's going according to plan.
