While he would have preferred to remain hidden from the other tenants and humans, this situation was one that could easily turn sour if not taken care of quickly. While not permanent, being petrified certainly caused problems, even for Youkai. And despite his antics and his distaste for being out in the open with all eyes upon him, Capello knew better than to put the tenants in such a position.
