I believe that yes, we are always open for newcomers. However, due to Konoha being full characters into that village are not recommended. 
However, you can still join Kumogakure, Kirigakure and Amegakure, as they have lots of free spots. If you have any questions, feel free to ask them - me and my colleagues will gladly answer all of them ^_^
