Right now that main ones are The police(if you're a supernormal you'll probably be in the NYPD SWAT team.), the Department of Supernormal Enforcement (or might be renamed to Department of Supernormal Affairs), the League of Masks (an illegal charity where people donate services and materials to fight crime. the services are typically beating people up but might also be healing or repairing your equipment or outfitting you with overtechnology.) and the New York Special Collections Network who are similar to the league of masks but they work for money rather than charity and tend to show up on both the good and bad side.

As for criminal gangs; none have been created yet.
