I love fables and stories and would like to jump in on this, but my two-cent on the gun or not to gun situation is historically Russians maintained archery (particularly Ol'fashioned bows) long into the firearm age. Probably because guns were so expensive and unreliable at the time. So there's no reason why both can't exist, though hunters would almost certainly have preferred bows. It wouldn't be unrealistic to say there just isn't anyone rich enough to have a firearm in the town.

(also, as an aside, when I first saw the banner I thought it was depicting Master Chief in a winter coat, and now I can't unsee it.)
